That is correct.

Longer explanation for non-Aussies (because my conlangs don’t have the words): We have two vaccines here, Pfizer and AstraZeneca. By a complicated series of events I don’t pretend to understand at all, we have lots more AstraZeneca than we do Pfizer. Thus, Pfizer as the more effective vaccine was prioritised for essential workers etc., while us ordinary people (well, not me, pretty sure I’m too young) could only get AstraZeneca. And this was all well and good, except (a) we don’t actually have COVID-19 here so no-one felt they needed to get vaccinated, and (b) people started to realise that AstraZeneca has some side-effects, and some people have died from it. (Number so far: 2 in Australia, I think.) So, of course, people — especially older people — refused to get vaccinated with AstraZeneca, which at the time was the only vaccine available. Eventually, the government changed the rules: people aged below 50 could get Pfizer if they want, people aged 50 and over could only get AstraZeneca. And this was of course a great move, since it changed everyone aged just over 50 years into anti-AstraZeneca-ers. (‘If the government said AstraZeneca is unsafe if you’re 49, why should it be any different for us at 50?’) And so older people started to refuse to be vaccinated. And just recently, they realised how stupid that decision was — at which point they ‘helpfully’ raised the age threshold to 60. Which of course just meant that people aged 60 and over are now refusing to get vaccinated. So now, people aged below 60 are all getting vaccinated with Pfizer (at this point, somewhat reluctantly, and I don’t blame them), people aged just over 60 are all refusing to get vaccinated, and millions of unused AstraZeneca shots are sitting rotting in a warehouse somewhere.

TL;DR Aussie politicians are idiots, aren‘t they?

Here in the US we have three vaccines, the Pfizer, the Moderna, and the Johnson & Johnson (the Janssen). Anyone 12 and up can get the Pfizer while anyone 16 and up can get the Moderna and anyone 18 and up can get the Johnson & Johnson. People in government had high hopes for the Johnson & Johnson because it requires only one dose and does not have onerous storage requirements - even though it is less effective than the Pfizer or the Moderna, at ~70% effective rather than ~95% effective - but few actually want it because many heard about side effects (like AstraZeneca) and also major production issues with contamination and like (which have also meant that it is not nearly as available as the politicians would have wanted anyway).

In the Netherlands, the Janssen vaccination is very popular amongst young people, as you only need a single shot instead of two, and you need to be fully vaccinated in order to travel abroad.

Janssen was offered to me, but I chose Pfizer.

Any idea on a better way to gloss tob than "change.hands"?

tak = give
tob = be given (accusative passive, i.e. the gift), be transferred, change hands
leg = be given (dative passive, i.e. the recipient), receive

I gloss them as give, change.hands, receive respectively, but "change.hands" can be misunderstood. be.transferred is possible I guess ... just thinking out loud
